We Have a Lecturer for the Devel Tools Presentation

Hi all!

We have a lecturer for the devel tools presentation. Same as last year it 
would be Elizabeth Sterling, but as opposed to last year, the presentation 
will be less intended for a budding open-source developer and more 
appropriate for a university student who just wants to develop on Linux using 
C/C++.

In any case, thanks for Elizabeth for volunteering again!
