[Python-il] [pyweb-il:131] pyweb-3 followup: python.org.il and FixTheWeb update

Update regarding stuff I said in Pyweb-3 (consider this also a call
for volunteers):

1. The static community homepage http://www.python.org.il/ is now a
little more up to date (any contribution welcome).

2. I made a new project page for the FixTheWeb web-site:
      http://wiki.python.org.il/Fix_The_Web
    Use it if you wish to join.

3. Regarding the problems I had with getting django-issues to work - I
opened a ticket, and it is
    already fixed. Positive indication for cooperating with that
project...
