[Python-il] Wikis Have Been Restored

Hi all!

We have restored the Python-IL and Hackers-IL wikis:

* http://www.hackers.org.il/mediawiki/index.php/Main_Page

* http://wiki.python.org.il/index.php/Main_Page

Note that the wiki.python.org.il now has the index.php path component. 
Hopefully it will be resolved in the future with some Apache hackery.

Thanks should go to Andy Armstrong for providing the hosting and for Arik 
Baratz for handling the DNS issues.
