[Python-il] desktop database applications

I too have heard good things about Dabo. I also know that the main
developers are very active and friendly, so although it is not a finished
product, I'm sure you would have their support along the way, both in
answering questions and in quickly fixing bugs / tweaking features.

It does sound that your requirements are precisely what Dabo is made for.
