Hebrew related bug reported in CLDR

This bug is related to the usage of Geresh(׳) and Gershayim(״) [and also
Mircha (') and Mirchaot(")] when typing in Hebrew.

Example:
The Hebrew word ג'ירפה was not recognized by spell checkers (the word ג׳ירפה
still doesn't), צה"ל had a similar problem (צה״ל is still not recognized).

Hope you guys can dig in and enlighten us with your knowledge and solution
offers.
