KDE: input of arbitrary unicode characters

In KDE, one cannot enter any Unicode characters that are not found in
his keyboard layout. Therefore, characters such as RLE, RLM, and other
(important for typing Hebrew in LTR environments) cannot be done. This
is the KDE bug:
