I'm not sure this problem should be solved in the local level of the gettext
project, though it is possible that such patching will be required by the
solution.

In my opinion, the problem you described should be solved on a global level,
by which I mean the Standards Institution of Israel, and the Academy of the
Hebrew Language.

Once a standard is set as to how non gender specific English is to be
translated to Hebrew in computer UIs, translators of all projects can follow
it.
I also find it hard to believe such a standard is not already set.
