the Dialog front-end, debconf uses a dialog-like program to print the
dialogs. Specifically the default seems to be whiptail.

So, what happens if we just use a simple command to whiptail?

 whiptail  --backtitle "לכם" --title "שלום" --msgbox "נסיון" 8 20

All three texts come up reversed. Likewise are the line drawings, which
are simply reversed. This seems to basically be the result of

BTW: when you report such a bug, please try to make it as simple as
possible to reproduce. Try following the template "I did ___ expected
_____ but got ____". Specifically in this case, make it also
reproducable to someone who does not understand Hebrew.
